Fix disabled Button and IconButton background color and opacity

Bug Description

In Light & Dark mode, a disabled Button or IconButton with "blue" or "danger" accent has a "light" background color and 100% opacity.

Expected behavior

In Light & Dark mode, the disabled button colors for "blue" and "danger" accents should be the same as when the button is active, and the button's opacity should be set to 24%.
