I create an org for a vibe coder. I created him a GitHub action that deploys the code to the server.

Just got an email:

Can I change the ownership to him? If he wants to have more actions, he will need to pay.

GitHub Actions minutes are tied to the account or organization that owns the repository. Since you created the org, the usage and billing are currently linked to you. If you don’t want to be responsible for extra costs, you have two options:

Transfer ownership of the organization to them. Once they’re the owner, they’ll manage billing and can upgrade the plan if they need more Actions minutes.

Have them create their own GitHub organization/account and move the repository there. That way, they start fresh with their own quota and billing responsibility.

Either way, if they want more Actions minutes, they’ll need to pay for an upgraded plan on their account.

The billing email being yours is why you got that notification — it has nothing to do with who created the org. Go to Organization Settings > Billing and update the billing contact/payment method to his details. Since you're both owners already, the Danger Zone transfer option won't show. If you want to fully remove billing responsibility, update billing info and optionally remove yourself as owner after.

Yes. You can transfer the organization to his account. Go to Organization Settings > General > Danger Zone > Transfer Ownership. He will need to accept the transfer and add a payment method to cover extra minutes.
The 2000 free minutes will reset on April 1st as scheduled. After the transfer, any overages will bill to his payment method, not yours.

You're right, since you are both owners already, the transfer option is hidden.
Just update the billing information instead. Go to Settings > Billing and plans > Payment information, and switch it to his payment method. He will then be charged for any overages after the free minutes reset.
If you want out completely, remove yourself as an owner after confirming the billing change.

He pays 200 PLN, around $50 USD. But I'm not sure if this is GitHub Pro or just Copilot.

Does Org require a team plan? I created an Org to make it easier to configure stuff for him.

GitHub Pro is a personal account plan and does not increase Actions minutes for an org. Copilot is also separate and unrelated to Actions minutes. If the org needs more than 2,000 minutes per month it needs its own GitHub Team plan at $4 per user per month, billed against the org directly. Worth checking exactly what the $50 subscription is for -- go to his personal account Settings > Billing to see active subscriptions and confirm whether it is Pro, Copilot, or something else.

Before upgrading anything, worth checking the workflow itself.
1,800 minutes in one cycle on a simple deploy suggests either very frequent pushes or the workflow is running on triggers it doesn't need to E.G like every branch push instead of just main, or on draft PRs.
You can check usage breakdown at Organization Settings > Billing > Actions to see which workflows are consuming the most minutes. Optimizing the triggers might keep you well under 2,000 without paying anything.
If the repo is public feel free to drop a link and I am happy to take a look at the workflow and see if there is anything worth optimizing before going the upgrade route.

I just checked the .worflows directory. There are 7 files. So every commit runs 7 workflows.

It looks like he or the agent he was using abused workflows to execute commands on the server.
