Open from GitHub URL tab is selected for non-repository/blob file URLs

Steps to Reproduce

Steps to reproduce the behavior:

1. Copy a non-repository URL to clipboard (e.g https://foobar.com)
2. Select File > Open > Open from GitHub
3. The Open from GitHub dialog will appear
4. The URL tab will be selected with https://foobar.com in the textbox

Expected behavior

This should only happen from supported URL types, which are currently:

1. GitHub repository URLs
2. GitHub /blob/ URLs

We could also filter by authenticated sites so that only URLs belonging to the authenticated GitHub/GitHub Enterprise sites would appear.
