autogenerate the overview table from the `baselines.yml` file

Assuming we enhance the the baselines.yml file with the additional data from #29 - we would be able to use partials and shortcodes to auto build the overview table to minimize human bootstrap errors and ease overall upkeep.

@mtollick is working on this and look forward to any thoughts you might have.
