Update 13 dev dependencies via npm-check-updates. ESLint 10.x skipped because downstream plugins (eslint-plugin-github, @stylistic/eslint-plugin, @typescript-eslint/*) still require eslint ^9; both eslint and @eslint/js are kept at ^9.39.3. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
